If you like to manage WLC using connection Wireless network you need to enable Management over Wireless. (but before enable think that all devices connected over wireless can access the GUI, that will be security risk)
if you can SSH to WLC using CLI:
config network mgmt-via-wireless enable.
Via GUI: (if you can access using LAN)
Management > Mgmt Via Wireless and enable this check box and apply.
