It looks like this is a known issue: CSCsm98901.  The latest version available on Cisco.com appears to be 7.0(2)...can you try this version?

I am able to reproduce this bug across various CUCM versions and differenet host machines as well.
 
When you launch the following URL, IP Communicator 7.0 would crash but 2.0.x would not:
http://ip_address_of_ip_comm/CGI/Screenshot
 
It carashes with ExecuteURLs. I can give more details if need. What is the process to submit a bug report?

I did test it on 7.0(2).

The defect is marked verified on 2.1(3).  I will try and confirm whether the fix should be present in 7.0(2) and if not the target 7.x release.
