Error Code 10160

I'm troubleshooting an issue with an agent. Basically, when they try to attempt to login their getting the nice 10160 error message. Any suggestions on what this error code would cause?

What is the full message?  Is this on a ControlFailureConf?  I know of no Error Code 10160

I find this a year old question. but recently I encountered the same error. It turned out to be Max calls and busy calls were set incorrectly on the phone. we changed max calls to 2 and busy trigger to 1 call .( in call manager -->device-->phones--dn page)
