I wanted to understand if there are API's for routing the calls for agents and queue management ? And if there are what is the way to get the API documentation ?

Assuming you are looking for UCCE:
Look for the queueing and agent APIs there.
For the packaged CCE solution, you can look here:
https://developer.cisco.com/site/packaged-contact-center/documentation/
For UCCX, you can check out the APIs on DevNet:
https://developer.cisco.com/docs/contact-center-express/#uccx-overview
Again, just look for the relevant Agent, Call control etc, API calls that you'd need
