I was an issue very similar to this but in my case during CLI all nodes present SSO disabled but in the GUI the SSO status was enablethanks for this workaround I finally fixed itmy CUCM version is 11.5(1)SU7

it happens on all versions from 8.6 to 11.5i thought it is normal.
