Jabber OAuth on Windows "Cannot sign in" error

I'm trying to enable OAuth for Jabber on Windows authentication. This is internal only no MRA. I've followed the guides to enable but cannot log into Jabber client after enabling. I get a "cannot sign in" message in Jabber. I know my credentials are correct because I get a username or password error if I enter incorrect credentials. I'm using LDAP authentication on CUCM. CUCM v12.5 Jabber v14.0.2.   I've mainly used this guide to configure Deploying OAuth with Cisco Collaboration Solution Release 12.0

Any help would be greatly appreciated.

Hello there!

Verify that the AuthZ keys are the same on all the CUCM+IM&P nodes of the cluster with these commands:

show key authz signing
show key authz encryption

If they are not the same, run these commands on the CUCM Publisher

set key regen authz encryption
set key regen authz signing

If you have a Unity Server and the users are assigned to a Voicemail profile from the UC Service Profile, Synchronized the Authz keys in Cisco Unity Connection, otherwise, remove the Voicemail Profile from the UC Service Profile.

Proceed to restart the Cisco Tomcat Service on all the CUCM+IM&P+Unity servers.

Test again.

Otherwise, a Jabber PRT will be needed for further investigation.
