We are currently running a script on a server that was created internally, all the script does is place telephone calls via a CTI registered phone device (7941), it calls various toll free numbers that we programmed it to, if the phone system answers then the call hangs up. If the phone system does not answer then the script sends an alert via email indicating the call did not go through. This was set up in reaction to some very bad issues the company had with circuits going down (luckily before i came here), and they have become comfortable with having it in place.
It has become an issue recently as we're upgrading our servers and the script is written in a language that does not work on all new platforms. I was hoping there was some third party monitoring software that did the same function, if it does more functions beyond that thats great, as long as its not horribly expensive. We're also not looking for an outside company to do war dialing, we've looked at that route and it is very expensive. Really just more of a Binary Canary type program but for telephone numbers.

Have you taken a look at Cyara? They do voice quality testing using actual audio streams and not simulated packets.
