Spark Hybrid Call set up latency

I'm running Spark Hybrid and we are noticing a 5+sec latency for the audio to connect.   A PSTN call comes in to my CUCM, my Spark Iphone client rings, I answer and there is a 5s sometimes longer of dead air before we get audio. Is this normal behavior?  It is a bit less when I dial in from an on prem hard phone to my spark iphone client.

It also seem to take a bit longer to connect if the phone is locked.  (Seems)

Yes known issue I opened it a while back and seems to be iOS 10 specific

They have said that a case has to be opened through normal channels like tac since the feature is GA
