How to create UCCE agent and person for Voice & MultiChannel

Is there any Cisco Rest/SOAP service which be used to create UCCE agent for Voice and Multi Chanel in UCCE 11.5?

Unfortunately true agent provisioning is only available for PCCE. There is a UCCE API but is only available for agents to assign skills/attributes. Still holding our breath that the UCCE API will expand. There are additional features within the API. See the attached 11.6 dev guide.
