Just reboot the server, heh :)
I'm not sure that I follow. Are you using VVB or an IOS gateway that is operating also as a VXML gateway and you want to restart only the VXML component without harming the ingress gateway for calls?

Assuming router based VXML Gateway, issue "reload", followed by confirmation.
