Cisco Prime 3.7 REST API Device Uptime

Hi,

I notice that Prime API "InventoryDetails" have this device Uptime field. It return the value "upTime": "+000000028 08:21:32.538000000".

1. Can I know what format is this? Epoch?

2. How do I convert (Python or Excel) this time string "+000000028 08:21:32.538000000" to actual "Year Day Hours Min" format?
