CUCM - Archiving IMs to an External DB

I have a CUCM 11 setup with an external PostgreSql DB, set up according to the documentation here:

I also have archiving enabled as described here:

However, I am not seeing messages within the DB. The table structure exists and IMs between Jabber clients work, but it looks like messages are not actually getting archived.

To answer this question, it looks like I needed to restart these services under Control Center -> Feature Services:

Cisco XCP Web Connection Manager

Cisco XCP Connection Manager

Cisco XCP Message Archiver

Still, I am having an issue with file transfers not being recorded. Is there any service that I would need to restart for that?
