Need Express API in Enterprise, what is the equivalent?

There is a API call for modifying the campaign in express but we are using enterprise.  Is there a similar call that can be made for the enterprise application.  Here is the express API call, can this be used on the enterprise?

There is no UCCE API for managing Campaigns. Campaigns are managed via Outbound Option in ICM configuration manager. There is no API for this.
