BAT in Phones with All Details but not Activate the device

Does anyone know of a way to BAT in phones using the All Details option, but without it automatically activating the device on a CUCM 8.5 intallation?  Currently we create the dummy MAC address in the file and prepend it with BAT instead of SEP for the device.  This allows us to still be able to use TAPS with Auto Registered phones.  The issue is that when we BAT in the phones they go in with the "Device is Active" already checked and use up a license.  So before the phone TAP'ed we are using two licenses per device, one for the BAT file and one for the Auto Registered device.  We are doing it this way because if we used the "Insert Phones Specific Detail" option we would have about 40 different templates, and the customer wants to simplify their rollout.

Licensing is based on 'configured' devices, active or not.

I guess you'll need to simply upload devices in smaller batches to match your rollout plan.

Or alternately TAP phones in as soon as you put them on the desk.
