Cisco 7911 in cme problem ?

Hello everyone, I want to ask a Cisco voice question.

The customer originally had a Cisco 3945E router, and the customer feedback 78XX phone did not display the missed call. The query was found to be a bug in Cisco. We upgraded the version and have upgraded to 15.6.3M6. This version is the recommended version of Cisco's official website.
When I upgraded, customer feedback, 78XX miss call problem was solved, but new problems appeared.

The 7911 phone dials another city mobile phone number, and cannot directly hear the voice prompt given by the operator. The content of the prompt means “please add 0 before the mobile phone number in the foreign country”. The 7911 phone needs to press the “acct” soft key to hear the voice prompt. Do not understand why this is?

This sounds like a CSS privilege issue. Change your CSS access to National and see that works
