FAXing one way failure on FXS port on isr4331

I set up a ISR4331 with MGCP to work on the FXS 0/1/0 port to connect a Fax machine.

I can call the FAX machine with me cell and it answers and gives the correct tones.  But when we try to send a FAX it give a fast busy.  So we connected a phone test set to the port.  The test set rings and we can answer it when we call it with our cell phone.  But when we try to call out using the test set, we get a fast busy.  her it the router voice config.

Thank you for reaching out.   I changed the Port Information, Num Digits, on the device in CUCM to 10 and it started to work.

Issue has been resolved.

Does the port and / or the line in CUCM have the correct CSS assigned, to be able to make calls? Or are you sure, you are dialing correctly?
Sounds to me, that the device/line in CUCM has no permission to dial outside or you are not dailing correctly and there are not able to hit the correct dial patterns in CUCM.
