Half Duplex Voice on IP Phones

I have a trouble where phones seem to be operating in half-duplex mode for speech.  Only one person can be talking at a time, like on a Walkie-Talkie.  Happening on 7937 conference phones only right now.  Any ideas on what might cause this?

Issue seems to be half duplex voice. Only one side talking at a time.
