ISR 4321 NIM2-FXS orange, unable to initialise or configure

Hi all

Ive got a NIM2-FXS installed in a ISR4321. The card is showing orange lights and I cant enter any 'card' or 'voice' commands. The card appears in show inventory and service-engine0/1/0 is showing as up/up. 

Am I missing some sort of licence command to unlock the ability to configure voice? I have 2 other routers set up in this way and don't recall having this issue before. Image is universalK9, 16.09.04, same as the others.

So far Ive:

- swapped the module slot

- swapped the card

- resat the card

I cant help but think its something very simple but I dont know what it is!

What firmware is the router running and what license set is enabled?

Hard to see on a mobile, but from what I can tell you don’t have the UC license on the router.
