I want to connect noise cancelling headphones (Bluetooth) to a Cisco 7940 desk phone
7940 does not support BLE. A BLE-capable headset assembly, like HS-500 or HS-700, would be needed.

if not, what desk phone model do I need.
If BLE is mandatory, then 88XX-series is the choice. A comparison matrix (LINK) can help narrow down the choices.
WARNING:
Choose the phone image carefully. There are two images: Enterprise image or 3PCC/MPP image.
- Enterprise image is cheaper but may require Cisco UCM to get the phone to work. (Notice I said "may".)
- 3PCC/MPP is slightly more expensive but can be independently configured using GUI to make the phone to work with Asterisk-based call manager.
