STD mobile call issue

Hello,

we are facing a issue in cucm, All user can dial std mobile call. 

We have two pattern to dial mobile number

0.[789]XXXXXXXX    for local mobile call

0.0[789]XXXXXXXXX  for std mobile call

but user can dial std mobile call from both pattern, service provider enabled std on all pri.

customer want user only access local mobile call and access std call only those give css_std. They also don't want FAC & CMC.

Please suggest me what i do?

Seems, service provider doesn't require 0 as a prefix for STD mobile calls that's why calls are going..for example in India you can dial std mobile number without using 0 (prefixing 0) so its not possible to restrict such dialing from any system.

Does it any process we enable local mobile call on most of pri and rest enable std mobile call ...

when user dial std then we route that call only on std enable pri...

Service provider can do this if they can. In callmanager/VG we cant do it because how do the system recognize & decide whether a call placed is std call or not as both dialed numbers are 10 digits numbers (and even they start with same digit e.g. 78).
