Is there a way to apply COP which is present local(not remote) to CUCM Using PAWS?

PAWS PrepareRemoteUpgradeService provides a way to download the COP from S/FTP servers ; and then by using StartUpgradeService I can install it.
But I have a situation where I do not have SFTP configuration(like userName , password etc) but I have managed to keep the COP in CUCM local directory eg (/common/downloads). Now how can I use PAWS to trigger the installation of this COP?

As far as I know it's not supported...nor is access to the CUCM local filesystem..?!
