Accept any password

Is it possible on ISE to configure authentication so that it accepts any pasword the user inserts? It doesn't make much sense, I agree, but the requirement is for test purposes.

In terms of the auth protocols, only plain text authentications, such as PAP-ASCII, may continue with authentication failures. Perhaps, you may find some external RADIUS token servers or LDAP servers performing lookup only but not caring about passwords.
