ISE 3.0+ not only uses smart licenses but it also changes the license types from Base/Plus/Apex to Essentials (now term)/Advantage/Premier. So you generally have to purchase new Essentials (or higher) licenses to replace the old Base licenses in your deployment.
VM and TACACS+ device management licenses can be converted at no charge (if they haven't already been done by the Cisco team automatically).
