ISE will not re-start, AD connector is not running

AD connector not running

Attempted to Stop and Start ISE.

Received the following:

ise/admin# app stop ise

Waiting up to 20 seconds for lock: APP_START to complete
Database is still locked by lock: APP_START. Aborting. Please try it later
% Error: Another ISE DB process (APP_START) is in progress, cannot perform Application Stop at this time

The message means the previous application start is still on-going.

Assuming your lab setup and if it still in this state, please unicast me the access info or we may discuss further offline. If a customer setup, please engage TAC.

Yes the lab ISE is still in this state. The db is still locked.
