It's depends... on many things...

you can ask the following general questions:

1. How will your business use the network?
Consider your requirements for the following when building a small business office network: Storage,Bandwidth,File types,Security

2. Is this a simple small office network or one with multiple technologies?

3. Do you have a wired or wireless network—or both?

4. What hardware do you have, and what do you need?
Ethernet cables,network switches,One or routers,Devices like computers and printers

5. What software do you have, and what do you need?
Operating system,Security programs (like a firewall and anti-virus software),Cloud applications,Backup software

6. How will you monitor and protect your data?

Virus protection,Network protection across all devices

7. Who will maintain your network after it has been set up?

First question, what's the budget? 

By the "book" costs depend on design, but real-world, knowing budget up front will preclude spending time on a design that will never be funded.
