Please note that I implemented an FPR 1120 in Transparent mode. I need to know if the FPR remains passing traffic when turned off.

For you Question NO, the traffic will drop, But there is a config Failsafe - check that if you looking may be that feature.

Only the higher end models when configured with the optional (and quite expensive) fail-to-wire network module will pass traffic when they are powered off or otherwise have a system failure.
