It is not sufficient to just own a piece of cisco hardware in order to access software downloads, you must have an active support contract which covers the device.
It is possible under some circumstances to contact TAC and ask for software images when there is a severe vulnerability affecting your hardware, but people on this forum have had mixed level of success with these requests.
