How to make a call and play audio file- TCL or another way?

I have a customer on CME with a existing PA system plugged into the headset jack on a 7942.  They want to play an audio file during a fire alarm.

I made a TCL that plays audio file when you call it.  But when I add the step to dial the PA extension first, I get an error "Leg[222] is in Conferenced state"

I understand "media play" command can only play to 1 leg.

But if I disconnect the incoming leg the call disconnects.

Any other way to do this?   Or how to make TCL work?

Maybe trigger the TCL with HTTP?  Is that possible?
