VG310 FXS immediately dropping calls.

We have a vg310 which is configured in call manager as sccp. When we connect endpoints like intercoms or analog phone sets, there are no issues with calls. However, when we connect one of those call boxes which places calls on behalf of multiple elevators in a "bank" of elevator cars, we are experiencing issues. As soon as the called party answers, the call is dropped. What is different about this endpoint, is that a code must be dialed first, then it will attempt to dial the desired target. Could be this is affecting the outcome of the calls. According to the sccp traces taken from the vg310, we are receiving a hook flash from the endpoint at 200ms. Looking at the CLI, I can see that we can adjust the hooflash-in timers. Max values are between 50-1550, while min values are between 0-40.  Considering adjusting these timers to help evade that hookflash that is being sent, but tac doesn't think it'll help. Any else experience something similar to this? Should I be looking at some parameters other than hookflash-in timing? Interesting that it works just fine when connected to a traditional POTS line. We're in the process of eradicating POTS services and would prefer to move this system to a cisco analog gateway.
