We have two stacked CISCO switches (WS-C2960X-24TS-L-V03), I would name it Switch A and Switch B, these are relatively new switches, couple of weeks ago found all ports green LEDS not blinking, then we removed and put back power to reboot but rebooting never ends, and notice SYST led blinking, I used putty and connected and we can see the rebooting process, the error as displayed is as follows:

I presume, This error "ERROR:!! Did not receive port download..." keep the switch B rebooting all the time. Whould some one help on how to troubleshoot, thanks in advance.
