Adjacency Question

Hello,

FMC and FTD's 7.3

I  have a routing issue where my packet tracer is telling me there's no adjacency, yet I have a static IP route setup for the next hop. The FTD is trying to send my packet to the default outside vs. my next hop. Does static route = adjacency from the FTD's perspective? If not, what exactly is an adjacency, and where and how do you configure it?
