Please I need your advise regarding the course  or Training to do if I want to purchase directly my IP block  from the Regional Internet Registry (RIR) and assign them on my router?

Well... best source of information for BGP, in my point of view, is the book from Bassam Halabi : Internet Routing Architectures.

In Cisco Training, mainly, you've got configuration information but not that much design information.
