6509 error "Module Failed SCP dnld"

IOS version:15.1(2)SY7

process card:VS-S720-10G

issue description:after reboot line card can't load.

have an error message

Last transition recorded: (insert)-> may_be_occupied (timer)-> occupied (known)-> can_power_on (no_power)-> powered_off (operator_power_on)-> can_power_on (yes_power)-> powered_on (real_power_on)-> check_power_on (timer)->

check_power_on (power_on_ok)-> wait_til_online

here is the troubleshoot doc for that exact issue follow every step in it see if it comes backonline , if not may need rma

this is an hardware problem
