Cisco 2960X Switch First Boot Up - Problem

First, start-up of Cisco 2960X 24 Port Switch.  Waited for almost 30 minutes but the fan keeps blowing as if it just started up.  Usually, it will cycle high pitch sound, then fan noise, and go soft.  Ports for POE not active, cannot log in with IP because ports are not active.  SYST light blinking quickly.  And thoughts?  Please.

It is very hard to conduct any troubleshooting and analysis without any console output.

Can you console and see what logs you are getting?
try hard power cycle and see if it helps.
if no logs even after power cycle get it RMA
