Cisco 9200L cant write mem

Have 3 x  C9200L-48P-4X in a stack and all of a sudden after a month i cant do a write mem, it saves the config through the GUI, but not the IOS. I receive the following error

startup-config file open failed (Device or resource busy)

weird, maybe someone has hacked your stack ;)
I assume copy run start also does not work, right?
what about your access level or trying via console.

I have full priv 15 , just noticed i cant dir nvram just hangs no error

maybe flash went bad. dir to see all storage places included flash: (if it is not broken)

clear line vty X

Clear all vty/console lines and make sure only you are connected to the switch. Any of the sessions are running a process that is writing to flash that might have been hung.
