How can I get a Cisco 3850 to allow 30W per port power distribution without using CDP or LLDP power negotiation?

I have a WS-C3850-24P that I need to fully load via PoE. I need to do this to test a power supply (like a UPS) that in turn powers the switches power supplies. I have a 715W and 1100W PSU in my PoE switch. This should afford me the full 720W PoE budget. On the output side of the switch I have a PoE load bank. It is a device meant to test and load down PoE switches. It however, does not support LLDP. This means by default I am stuck with 15W per port that is allocated to class 4 or unclassified devices. How can I tell the switch to allow full power delivery (30W per port) without having to negotiate via CDP or LLDP?

Under the interface, can you use "power inline static" command?
