No that's a lanlit with LL its pure basic layer 2 only , lanlite cannot be altered

The last letter in the product ID. If the last letter is “-L,” it’s LAN Base. If it’s “-LL,” it’s LAN Lite. If it’s “-I,” it’s IP Lite

For example:

WS-C2960XR-48FPS-I is IP Lite

WS-C2960X-48LPS-L is LAN Base

WS-C2960X-48TS-LL is LAN Lite

Hi

The 2960-X model supports static routing only, it does not support routing protocols like EIGRP, OSPF, etc. But LAN lite image (LL) is very limited and it does not support upgrade to other license.  You could analyze the XR model as well.

Please check this link:

Also I highly suggest verify with this tool (select platform and image) The tool said it support static routing (see image):

I suggest verify with a Cisco partner as well.

Hope it is useful
