If the above is from your core switch, then its NOT the STP root for all the vlans (11) and its connected to a switch(s) that is not running RSTP
Post the following from the core switch and its connected switches:

sh spanning-tree root
sh spanning-tree vlan 11

network is ring topology
Ring is disconnected, Mac is not flapping, then Ring is on, then same issue.

- Then there is a loop somewhere in the network which you will need to identify. You can for instance do this by isolating switches one per one from the network and see when the loop stops. Once found you know which switch and or connecting devices are causing the loop. Identify the local mac address table on the switch so you can locate the connections. Further actions may include configuring bpduguard.

I will share steps
Please answer us dont leave issue open and all our work is for nothing
Now
First step is show spanning tree in all SW
Write the Root bridge
It must be same in all SW
If not same in some' then in SW with different root bidge do
Show spanning tree interface <interface interconnect SW>
Check if you recieve send any bdpu' the count must increase in one direction
(If you can not decide' share output after do command twice at least)
