Is the SX80 HDCP compliant? The client required to use Set top box and blu-ray player for local presentation.

It doesn't support HDCP, just like the C Series endpoints, you can't display or send HDCP through a video conference codec.

We asked about this years back and were told that potentially it would break copyright and broadcast legal type things. We argued that videoconferencing is not broadcast as it is a closed community, and as such we are unable to use certain material for teaching, but never got anywhere.
There maybe ways around this, such as getting a device to convert from digital to analogue, then input via that, but you will of course degrade the signal.

If your set top box and blu-ray player both have component out, you can just use a component to hdmi converter box as component doesn't carry HDCP and the signal will pass on the codec. SIIG makes one as well as many other manufacturers out there. SIIG Converter
