Hi ,

NTP could be the issue.

it is showing at Stratum 11 in Pub.

The publisher must be synchronized to an NTPv4 server - not Windows which only offers SNTP - in stratum three or better. Cisco has configured the OS to consider anything lower than stratum five as unreliable. Since the subscriber gets time from the pub then it cannot be lower than:

  • source (stratum 3)
    • CUCM Publisher (stratum 4)
      • CUCM Subscribers (stratum 5)

Fix NTP and then try cleaning up the replication.
