Cisco IM and Presence 11.5.1.11900-21 installation fails

CUCM and CUC are running 11.5.1.11900-26 as well.   Attempting to install IM and Presence I receive the following error:

Receiving the following window:

Then the critical error

This is a new install and not an upgrade.

This is a very generic type of error, you will need to get the install dump logs to see what could be possibly wrong here, one of them could be the following
