CUC - Call Routing Rule set as Inactive by Default

How to set to '' Inactive '' the default status of a new Call Routing Rule in CUC 8.6+ !?

 

When creating a new Dial/Forward Routing Rule, I want the status to be set by Default to '' Inactive ''...  The default choice is Active.
