Unable to Upload Announcements in UCM 9

I have been trying to upload announcements in communications manager 9 and keep getting the following message.

The .wav file could not be translated by the Audio Translator Application.

I made sure the annoucement is 16 bit PCM and sampling rate 44.1 KHz. Any help with this would be greatly appreciated.

you have do the upload into Music On Hold Server;

if you did it into any other server it will not work

this is what I found in our server

go to Menu Media Resources then Music on Hold server ( check the server IP ) then do the upload from that server.
