Hi Srihanth,
If you're planning on migrating FI 6200 to 6400 I'd recommend following next guide https://www.cisco.com/c/en/us/td/docs/unified_computing/ucs/ucs-manager/GUI-User-Guides/Fabric-Interconnect-Migration/4-1/b_migrating_from_6200_to_6400_4_1/b_Migrating_from_6200_to_6400_4_1_chapter_011.html
which describes a specific step in which it will detail how to replace subordinate FI 6200 for a 6400 and follow initial configuration until is set as new subordinate, it will copy all the data from one FI to another, except some previous considerations that you need to read upon each pre-migration steps.
Step 13. The new subordinate Cisco UCS 6400 Series Fabric Interconnect will automatically synchronize the configuration and database/state information from the primary UCS 6200 Series Fabric Interconnect.
NOTE: Please, follow all the notes but the configuration and DB will be automatically synced,
cheers,
AIV

I can recommend the above in-place FI upgrade procedure to upgrade from FI-6200 to FI-6400 by swapping out one FI at a time. There will be no downtime during the upgrade. You will only have reduced redundancy during the FI swap-out (since one FI is carrying all traffic). We have done it successfully on 10+ domains.
If you want to run the old and new FI domains in parallel, there is no script publicly available to recreate SPs. You would have to recreate the SPs and all their required policies, pools and resources on the destination domain, and assign the same resources like WWPNs, MACs etc to SPs.
