Hello,
I want to upgrade Cisco UCS, so I run the command sh clu extended-state and I get the following output:

Detailed state of the device selected for HA storage:
Chassis 2, serial: FOX1739H3JZ, state: active
Chassis 3, serial: FOX1634H9Q8, state: active
Chassis 4, serial: FOX1735GW36, state: active
Seems like everything is alright, but in the list of device id does not show Chassis 1. Does some know why it could be?

You have nothing to worry about :)
UCSM only chooses 3 chassis or integrated rack servers to act as tie breakers (for split brain scenarios) in the event the L1/L2 connections go down.
You will only see a max of 3, which may change from time to time depending on IOM upgrades/reboots.
