I have one question that is the number of users in the license mean the total number of WSA appliances that will apply license to them or the number of clients connected to WSA appliances, because I will use one WSA appliance in the network

Total number of users in the license, means your internet client, meaning that if you have 1,000 clients or 4,000 client which their traffic will go through WSA.
