I have such access point AIR-CAP2702E-S-K9"

Site

https://www.cisco.com/c/dam/assets/prod/wireless/wireless-compliance-tool/index.html

is showing that it is for Thailand.

Wireles controller is configured for Thailand L_7B55.tmp.PNG

Access points AIR-CAP2702E-E-K9 working as expected, but for  AIR-CAP2702E-S-K9 it disables 5GHz band L_73D7.tmp.PNG

I've just upgraded firmware on controller from 8.0.140 to 8.3.121 and now in "country" settings I can see access points type which are expected -E & -S

It is because the controller is configured for two conflicting Regulatory Domain.

When a controller is a host of two (or more) conflicting Regulatory Domain, only the common "denominator" is enabled and the conflicting radios/frequecies are disabled.

only one regulatory domain is configured on wireless controller - TH

Thailand means the Regulatory Domain of the AP should be "-S". The conflicting Regulatory Domain is "-E" therefore the APs may have one of the radios disabled.

this seems the cause,

how can I add support for -S regulatory domain?

I usually adding respective country, for this case some other settings should be applied?!

I've just upgraded firmware on controller from 8.0.140 to 8.3.121 and now in "country" settings I can see access points type which are expected -E & -S

1800/2800/3800 no longer support autonomous IOS.  Autonomous AP concept has been replaced with Cisco Mobility Express where the AP is turned into an independent WLC while acting as an AP too.

But we need this access point to be autonomous because where going to use 24 units of this ap (air ap1832i-e-k9)

also I don't have controller. when I connect from my laptop to air ap1832i it gives me error "waiting for uplink IP address and reachable default gateway" I used 10.0.0.5 and subnet 255.255.255.0 at my laptop lan.
