The AP requires, a minimum of, 26W PoE.  The plain 2960 can support only up to 15.4w PoE.

Your options to get the radio to work are the following:

  1. Find a switch that supports PoE+ (30.0w);
  2. Get an injector (AIR-PWRINJ6); or
  3. Use a power brick.

If you do "show power inline" at the switch you´ll see how many watts are being provided to the AP.

As Leo said, 26W is the minimum the 2800/3800 Series AP require to turn on the radios.

I had the same issue on a 4507 that supports PoE+. AP was showing the following on console:

 Radio0 not started, not enough POE power
 Radio1 not started, not enough POE power

It was only occurring on 1 of our 3 4507 switches. The other two worked fine. I was able to resolve the issue by turning on LLDP.

Turning on LLDP globally and then at the port on a Catalyst 9300 12X 36M UPOE worked perfectly (lldp run then lldp transmit, respectively). I had tried CDP without success. Don't have any bricks at this time.

I was converting a 3802i CAPWAP to Cisco Mobility Express and seeing "Radio not started" messages, followed by POE errors.

Thank you.
