How to invoke 802.11k Report Requests on the 2504/3504 WLC?

The 2504/3504 WLC supports 802.11k Beacon Reports (Active/Passive/Table), Link Measurement Reports, and Transmit Stream/Category Reports.  I enabled these features in the WLC, and using Wireshark, I verified they were enabled in the 'RM Enabled Capabilities' IE of AP beacons and (re)association responses with STAs that support these 802.11k features (and verified to work correctly with Aruba AP 802.11k features).  I am currently using two 1602 APs with a 2504 AP running 8.5.151 software.

 

All of the above 802.11k features are initiated by the WLC and sent to the STA, but I have never seen them.  Under what conditions are these report requests sent to the STA?  I tried a variety of RF conditions (-30 to -90 dBm) and/or loading conditions (0% to 100% traffic) with no success.  

 

I do see 802.11v BSS Transition Management Requests sent by the WLC, so AP-assisted roaming appears to be enabled.

 

Also, I could not find a CLI debug command to trigger these report requests manually.  Note I am NOT asking for legacy CCX RRM beacon reports (which requires a CCX-enabled STA).  I reviewed the latest WLC software Command Reference (software version 8.10), and did not see any new 802.11k commands added since software version 8.5.

 

Has anyone else actually seen the 2504/3504 WLC send a 802.11k Beacon/Link/Stream Report request?
