APIC-EM Simulation/Emulation in a Virtual Environment

Dear mebers;

Please can anyone guide me as to whether Cisco APIC-EM can be simulated/emulated in a Virtual Environment like GNS3 Routers connected to an APIC-EM Controller running in a VM. Moreover, please provide the link to the download of the VM if possible.
